The process and step to lay the university was laid by the leader of the Vivian Fowler Trust Foundation, Chief Mrs. Fowler, also known as Dr. Fowler, who had it in mind to create a university that is focused on excellence and innovation, and thus in 2015 approval came from the National Universities Commission (NUC) to establish the university, but this is a provisional license, not a full license.
